Delhi cracks down on illegal constructions, negligent officials to face salary cuts
The Delhi government has announced strict action against illegal construction, safety violations and administrative negligence, making officials accountable alongside property owners.

The Delhi government has announced a series of stringent measures against illegal construction, violations of building safety norms and administrative negligence following several major incidents reported in the capital in recent days.
The decisions were taken at a high-level meeting chaired by the Chief Minister at the Delhi Secretariat. Senior officials from Delhi Police, the Delhi Development Authority (DDA), the Municipal Corporation of Delhi (MCD), district administration and other concerned departments attended the meeting. The primary objective was to review recent incidents and establish accountability to prevent similar occurrences in the future.
Following the meeting, the government made it clear that action will no longer remain limited to building owners or operators in cases of illegal construction or violations of safety regulations. Authorities will also hold officials responsible for the concerned areas accountable if negligence is found on their part.
The government decided that if illegal construction, irregular activities or violations of safety standards are detected in any area and officials are found negligent, they will face strict departmental and legal action. In such cases, authorities may recover losses from the salaries, pensions and even properties of the officials found responsible.
Delhi Home Minister Ashish Sood said the government is treating recent incidents with utmost seriousness and that the safety of Delhi residents remains its highest priority. He said the government stands with the public and will not tolerate negligence at any level.
Sood said that responsibilities divided among multiple agencies and a lack of coordination had often created difficulties in implementing government orders. To address this issue, the government has decided to introduce significant administrative changes.
As part of the new measures, the government will strengthen coordination at the district level by granting additional administrative powers to District Magistrates (DMs). DMs will receive responsibilities such as writing Annual Confidential Reports (ACRs) of officials, approving leave and monitoring compliance with government orders. The government believes these measures will help establish accountability and improve coordination among different agencies.
The meeting also decided that officials who fail to comply with government orders could face action under Sections 51, 55 and 56 of the Disaster Management Act, 2005. These provisions allow for punishment of up to two years in jail for those found guilty. The government said strict legal action will help strengthen discipline and accountability within the administrative system.
According to sources, authorities may soon launch a large-scale inspection drive across Delhi. The campaign is expected to focus on illegal construction, building safety, fire safety, commercial activities and compliance with licensing regulations. District administration, MCD, DDA, Delhi Police and other agencies will jointly conduct the inspections.
