Bihar teachers with NIOS qualification may lose jobs: Reports
Bihar's Education Department has reportedly asked districts to review TRE-3 teachers appointed with the 18-month NIOS D.El.Ed qualification. The move follows earlier recruitment rules that said the course was not valid for these posts.

The Bihar Education Department has reportedly directed district authorities to initiate action against teachers appointed under the third phase of the Teacher Recruitment Examination (TRE-3) if they secured their jobs on the basis of the 18-month Diploma in Elementary Education (D.El.Ed) offered by the National Institute of Open Schooling (NIOS).
According to multiple media reports, the department has said the qualification does not meet the eligibility criteria prescribed for the recruitment.
As per reports, the Directorate of Primary Education has issued instructions to all District Education Officers (DEOs) to identify such appointments and proceed with action in accordance with the prescribed legal and administrative process. While some reports have claimed that thousands of teachers could be affected, the Bihar government has not officially released the number of teachers who may come under the directive.
WHAT THE REPORTED ORDER SAYS
According to reports, the department has referred to Clause 2(B)(iv) of Advertisement No. 22/2024 (TRE-3), which stated that the 18-month NIOS D.El.Ed qualification would not be considered valid for appointment to teacher posts under the recruitment drive.
The reported directive also cites an Education Department communication dated December 7, 2023, under which the qualification had already been declared ineligible for recruitment to the concerned posts.
APPOINTMENTS TO BE VERIFIED
Media reports say DEOs have been instructed to verify the credentials of teachers appointed under TRE-3 and identify those who obtained appointments using the 18-month NIOS D El Ed qualification.
The reported communication further directs district authorities to complete the process by following due legal procedure and submit compliance reports to the Directorate of Primary Education after taking action.
While the number of affected teachers not officially confirmed, several media organisations have reported that a large number of teachers may be impacted by the move. However, there is no official confirmation from the Bihar Education Department on the exact number of appointments that could be reviewed.
While some reports have cited departmental sources as estimating that around 3,000 teachers may be affected, the figure has not been confirmed through any official government notification or order.
The 18-month NIOS D El Ed programme was introduced to train in-service untrained teachers through distance learning. Over the years, its acceptance for fresh teacher recruitment has been the subject of legal and administrative debates in several states.
In Bihar, however, the state government had already specified in its recruitment rules and the TRE-3 advertisement that the 18-month NIOS D El Ed would not be treated as a valid qualification for appointments covered under the recruitment process, according to the reports.
