PGI FOR STATES AND UTs

The Department of School Education and Literacy developed the Performance Grading Index (PGI) to assess the performance of States and Union Territories.

The framework groups States and UTs into different performance bands instead of assigning ranks. More than one State or UT can fall in the same category.

The PGI for States and UTs carries a total of 1,000 points across 70 indicators.

These indicators are divided into two categories, Outcome and Governance & Management, and six domains:

Learning Outcomes and Quality

  • Access

  • Infrastructure and Facilities

  • Equity

  • Governance Processes

  • Teacher Education and Training

The assessment uses data from UDISE+, PARAKH Rashtriya Sarvekshan 2024, PM POSHAN Portal, PRABANDH Portal, and Vidyanjali Portal.

PGI FOR DISTRICTS

The ministry has also extended the Performance Grading Index to the district level through the Performance Grading Index for Districts (PGI-D). The framework assesses districts on a common set of indicators with a focus on education outcomes.

  4. Digital Learning

These categories cover 11 domains, including learning outcomes, access, teacher availability and professional development, learning management, learning enrichment activities, infrastructure and student entitlements, school safety, digital learning, fund utilisation, attendance monitoring systems, and school leadership development.

India has more than 14.67 lakh schools, 1.03 crore teachers, and nearly 24.72 crore students from different socio-economic backgrounds.
