The series is inspired by the infamous Ranga-Billa case, which involved two men, Kuljeet AKA Ranga Khush and Jasbir Singh AKA Bengali AKA Billa, who were arrested and later hanged for raping and murdering two teenagers in Delhi. Prior to Rakh, Netflix's Black Warrant dedicated an entire episode to the Ranga-Billa case.

Directed and executive produced by Prosit Roy, Raakh has been created, written and co-directed by Anusha Nandakumar and Sandeep Saket. Dialogues for the series have been written by Ayush Trivedi.

The series also features Akash Makhija, Ramandeep Yadav, Divya Sharma, Vivaan Sharma, Anshul Chauhan, Rakesh Bedi and Dibyendu Bhattacharya in key roles.

Speaking about the project, Ali Fazal said he was drawn to the story because it goes beyond a conventional police investigation. He described his character, Jayprakash, as an introverted and flawed police officer trying to prove himself amid changing social and political circumstances.
