Parliament Monsoon Session Highlights: Amit Shah meets PM amid Parliament deadlock over police action on students

Home Minister Amit Shah met Prime Minister Narendra Modi following a meeting of the Union Cabinet.

Details of what was discussed during the meeting were not immediately known.

The meeting assumes significance amid ongoing political developments and heightened activity in Parliament.

Congress president Mallikarjun Kharge stepped up his attack on the government outside Parliament, questioning Home Minister Amit Shah's absence and demanding that he make a statement in the House.

"For the last 15 days, the united Opposition has been raising the injustice inflicted on students and the manner in which brute force was used against them. The students did nothing wrong. Did they damage government vehicles? Did they attack any leader?" Kharge said.

Kharge said the Opposition wanted Shah to explain who ordered the police action. "Who gave the order for the lathi-charge? Who ordered the use of pellet guns and tear gas shells? Did any police official give these orders?" he asked.

"What is forcing Amit Shah away?" Kharge said, adding, "There can only be two meanings, either he does not consider Parliament important, or he is afraid to come to Parliament."

The Congress chief said a statement from the Home Minister could have helped end the parliamentary deadlock. "One statement would have settled the matter and the House could have discussed the issue," he said.

Kharge said Opposition MPs again demanded on Thursday that both Prime Minister Narendra Modi and Shah come to the House. "Our MPs met the Chairman and requested that we want an apology from the Prime Minister and a statement from the Home Minister," he said.

Rahul Gandhi has told Parliamentary Affairs Minister Kiren Rijiju that the proposed delimitation Bill is "not acceptable", party sources said on Thursday.

The message was conveyed during a meeting between Rijiju and Rahul Gandhi in the latter's Parliament chamber on Wednesday. According to Congress sources, Gandhi also questioned the government's decision to hold separate meetings with political parties over delimitation and said an all-party meeting should instead be convened to discuss the issue.

During the meeting, Gandhi also reiterated the Opposition's two demands for the functioning of Parliament, a statement by the Union Home Minister and a discussion on the Ram Mandir issue.

"Parliament can function only if these two demands are met," Gandhi told Rijiju, according to Congress sources.

The Lok Sabha on Tuesday passed the Taxation and Other Laws (Amendment) Bill, 2026, amid loud protests by Opposition MPs.

The Bill, which seeks to amend provisions relating to direct and indirect taxes and other laws, was passed by a voice vote as Opposition members raised slogans and protested in the Well of the House.

The government said the amendments are aimed at simplifying compliance, improving clarity and plugging revenue leakages. The Finance Minister said the changes would make the tax regime more transparent and taxpayer-friendly.

The Opposition objected to the Bill being passed without detailed scrutiny and demanded that it be referred to a Parliamentary Standing Committee.

The Bill will now be taken up by the Rajya Sabha.

CPI MP P Sandosh Kumar on Thursday termed the Rajya Sabha Chair’s direction to Parliamentary Affairs Minister Kiren Rijiju to convey the Opposition’s concerns over the July 20 lathi charge to Home Minister Amit Shah a “huge victory” for the Opposition.

Kumar said Opposition parties had been continuously demanding that Shah come to Parliament and make a statement on the incident. “Now, finally, the Chair directed Rijiju to convey the feelings of the Opposition to the Home Minister. We are eagerly waiting for that reply,” he said.

The Lok Sabha has been adjourned until 2.15 pm amid continued Opposition uproar and following the heated exchange between Kiren Rijiju and Mallikarjun Kharge.

Opposition MPs continued to raise slogans, demanding that Home Minister Amit Shah come to Parliament and make a statement, despite repeated appeals from the Chair to maintain order in the House.

"Amit Shah, Sadan mein aao (Amit Shah, come to the House)," Opposition MPs repeatedly chanted.

Kiren Rijiju hit back at Mallikarjun Kharge in the Rajya Sabha, saying the LoP cannot dictate which minister should come to the House and make a statement.

"The Leader of the Opposition cannot dictate which minister should come. He can urge the Chair," Rijiju said, responding to Kharge's demand that the Prime Minister and the Home Minister come to the House and make a statement.

Kharge said Parliamentary Affairs Minister Kiren Rijiju had quoted several rules but had "forgotten Rule 238A". It governs allegations made by a Member of Parliament against another member or a Lok Sabha member.

"It is my right to decide what to speak, when to speak and how to speak," he said.

Kharge also accused the government of insulting Congress leader Pawan Khera by taking his name in the House. "We raised only genuine questions. We are asking the Home Minister and the Prime Minister to come to the House and make a statement," he said.

"Allow the Leader of the Opposition to speak," Opposition MPs shouted in the Rajya Sabha.

Opposition MPs continued to raise slogans in the Rajya Sabha as the House reconvened at 12 noon.

The Rajya Sabha has also been adjourned amid continued uproar by Opposition MPs. Amid the protests, Leader of Opposition Mallikarjun Kharge rose to speak, but as soon as he began his remarks, members of the ruling alliance also raised their voices. Subsequently, Chairman CP Radhakrishnan adjourned the House.

Union Parliamentary Affairs Minister Kiren Rijiju hit out at Congress president Mallikarjun Kharge in the Rajya Sabha, accusing him of repeatedly raising the same issue in the House.

"Every day, Kharge stands up and says the same thing. This is repetition and is against the rules," Rijiju said.

Opposition MPs raised slogans in the Rajya Sabha as proceedings began on Thursday. Chairman CP Radhakrishnan repeatedly appealed to the members to maintain order, but the uproar continued in the House.

Lok Sabha proceedings were adjourned till 2 pm amid continued uproar by Opposition in the House.

Lok Sabha Speaker Om Birla appealed to Opposition MPs to end the sloganeering and refrain from displaying placards, saying the government had agreed to hold discussions on the issues raised.

Uproar returned to the Lok Sabha on Thursday as Opposition MPs raised slogans and pressed for a statement from Union Home Minister Amit Shah over the police action on student protesters.

The Lok Sabha and Rajya Sabha resumed for today's proceedings.
