The Rajya Sabha has passed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, paving the way for stronger measures against unfair practices and paper leaks in public examinations.

Union Minister Satish Chandra Dubey accused the Congress of disrupting Parliament instead of contributing to the Anti-Paper Leak Bill, alleging that none of its leaders offered suggestions despite claiming to support students' interests.

Opposition MPs staged a walkout from the House, demanding that Union Home Minister Amit Shah make a statement on the issue raised during the proceedings.

BJP MP Raghav Chadha said paper leaks are a pan-India organised crime and accountability should not depend on the party in power. Citing the Punjab Pharmacy Officer exam, he alleged a Bluetooth-based cheating racket charged Rs 13 lakh per candidate.

Raghav Chadha said those convicted in organised paper leak networks should face up to 10 years' imprisonment and fines of up to Rs 10 crore. He explained that the offences under the Anti-Paper Leak Bill have been made cognisable, non-bailable and non-compoundable to ensure strict action against offenders.

"The Bill provides for a Special Task Force to investigate suspected paper leaks, with probes to be completed within two months," he claimed.

Raghav Chadha said the proposed law would create a strong deterrent, ensuring anyone contemplating a paper leak would fear severe punishment.

He also said that the paper leaks should be treated as organised crime involving coaching mafias, insiders, logistics vendors, printing presses, solver gangs and examination officials.

The Indian Union of Muslim League MP TE Basheer said that the government wants to divide people when he was asked about the Vande Mataram bill that was cleared in the Lok Sabha today.

"This was not even there on the agenda today. This government has an ulterior motive because their intention is to divide the people in that way. They could have allowed for a discussion. They are also trying to diminish the significance of the National Anthem," he told ANI.

BJP MP Saumitra Khan welcomed the Prevention of Insults to National Honour (Amendment) Bill, 2026, calling it a proud moment for West Bengal and Bengalis. He thanked the Centre and accused the Opposition of disrupting proceedings instead of participating in the debate.

AIMIM MP Asaduddin Owaisi opposed the Prevention of Insults to National Honour (Amendment) Bill, 2026, arguing that Vande Mataram involves the worship of deities and alleging that making it mandatory violates Articles 25, 26 and 29 of the Constitution. He also questioned its designation as the National Song.
