Unchahar Assembly Constituency

Unchahar is a town and the headquarters of Unchahar tehsil in Raebareli district of Uttar Pradesh. It has a Nagar Panchayat and is located on the Lucknow-Prayagraj Highway, about 38 km from Raebareli city. The Ganga flows about 7 km from the town. Unchahar is well connected by road and rail, with Unchahar Junction serving as an important railway station in the district.

Established through the 2008 delimitation exercise, Unchahar is a general, unreserved Assembly constituency and one of the five segments of the Rae Bareli Lok Sabha seat. It comprises the entire Unchahar tehsil and Kanungo Circle Dalmau East of Dalmau tehsil. The constituency is overwhelmingly rural, with only 2.31 per cent of its population living in urban areas. The new constituency brought together most of the area that had earlier formed part of the Dalmau Assembly constituency, which ceased to exist after the delimitation.

Being a new constituency, Unchahar has voted in only three Assembly elections so far, with the Samajwadi Party winning all three. All three victories went to Manoj Kumar Pandey, who is now a BJP leader and Cabinet Minister in the Yogi Adityanath government. Pandey rebelled against the Samajwadi Party and formally joined the BJP in May 2024 after cross-voting in the Rajya Sabha elections. The Samajwadi Party expelled him in June 2025. He was inducted into the Uttar Pradesh Cabinet in May 2026 and was subsequently allocated the Food and Civil Supplies portfolio.

In 2012, Pandey defeated Utkrist Maurya of the Bahujan Samaj Party (BSP) by 2,582 votes, with the Congress finishing third and the BJP fifth. Pandey retained the seat in 2017, when the BJP replaced the BSP as the principal challenger. Utkrist Maurya, who had switched from the BSP to the BJP, again faced Pandey and lost by 1,934 votes. The BSP finished third and the Congress fourth. Pandey completed his hat-trick in 2022, securing 82,514 votes against 75,893 for BJP's Amarpal Maurya, giving the Samajwadi Party a victory margin of 6,621 votes.

Like the clean sweep of the Samajwadi Party in the Assembly elections, the Congress has led in all four Lok Sabha contests held in the Unchahar Assembly segment since 2009. The difference is that while the Samajwadi Party's Assembly victories have been relatively narrow, the Congress has generally led by substantial margins. The parliamentary voting pattern reflects Rae Bareli's continuing association with the Gandhi family. Congress led the BSP by 59,126 votes in 2009 and the BJP by 65,096 votes in 2014. Its lead declined to 27,204 votes over the BJP in 2019 before rising sharply in 2024. Congress candidate Rahul Gandhi secured 134,856 votes against BJP candidate Dinesh Pratap Singh's 52,961, giving the Congress a lead of 81,895 votes in the segment.

The strong Congress performance is closely linked to Rae Bareli's continuing association with the Gandhi family. Sonia Gandhi represented the parliamentary constituency from 2004 to 2019 before Rahul Gandhi contested Rae Bareli in 2024, after leaving Amethi following his defeat there in 2019. The parliamentary preference for the Congress, however, has not translated into a corresponding Assembly advantage in Unchahar.

Unchahar saw steady growth in its voter base after its creation. The number of registered electors increased from 287,966 in 2012 to 325,371 in 2017 and 335,105 in the 2019 Lok Sabha election. It stood at 339,863 in the 2022 Assembly election and 350,166 in 2024. The final electoral roll published after the Special Intensive Revision on April 10, 2026 had 314,276 electors. This was 35,890 fewer than the 350,166 recorded in 2024, a reduction of 10.25 per cent.

Voter participation has generally remained high, particularly in Assembly elections. Turnout stood at 64.84 per cent in 2012 and 63.65 per cent in 2017. It declined to 57.14 per cent in the 2019 Lok Sabha election before recovering to 62.62 per cent in the 2022 Assembly election. It fell again to 57.15 per cent in the 2024 Lok Sabha election.

Unchahar is a Hindu-majority constituency with a sizeable Scheduled Caste population. Scheduled Castes account for approximately 30.73 per cent of the population. Estimates put the Muslim population at around 8.6 per cent of the electorate. Among the prominent communities are Pasis, Yadavs, Mauryas, Brahmins, Rajputs, Chamars, Lodhis and Kurmis, besides other OBC communities. Older estimates had put the Pasi population at around 75,000, Yadavs at 50,000, Mauryas at 45,000, Brahmins at 30,000, Rajputs at 26,000, Chamars at 25,000, Lodhis at 12,000 and Kurmis at 10,000. Unchahar is overwhelmingly rural, with about 97.69 per cent of its population living in rural areas and the remaining 2.31 per cent in urban pockets.

Unchahar's identity is closely linked to agriculture, the Ganga and the large public-sector power project that transformed the local economy. The Feroze Gandhi Unchahar Thermal Power Station of NTPC has an installed capacity of 1,050 MW and is one of the most important industrial establishments in the district. Its five 210 MW units were commissioned between 1988 and 2006. The plant draws its water from the Sarda Sahayak Canal.

Agriculture remains the principal economic activity across the rural parts of the constituency, with paddy, wheat, pulses and other crops grown on the fertile alluvial plains. The presence of the NTPC plant has created a substantial industrial and service economy around Unchahar, while small trade, transport, construction and government services support the local economy.

Unchahar is well-connected by road and rail. The Lucknow-Prayagraj Highway provides its principal road link, while Unchahar Junction connects the area with Raebareli, Lucknow, Prayagraj and other cities. The railway station is an important junction on the Varanasi-Rae Bareli-Lucknow and Rae Bareli-Prayagraj routes. The town is about 38 km from Raebareli, 85 km from Prayagraj and around 115 km from Lucknow. Dalmau is roughly 30 km away, Lalganj around 55 km and Kanpur about 125 km. Ayodhya is around 150 km away and Varanasi roughly 205 km.

The constituency's proximity to the Ganga and its large rural population make agriculture, irrigation and basic infrastructure important local issues. The presence of the NTPC power plant gives Unchahar an industrial identity unusual for a predominantly rural Assembly constituency. Benefits of the plant and the availability of electricity at the local level are not necessarily the same thing. Roads, drinking water, irrigation, employment and local economic opportunities remain relevant concerns for the large rural population.

The BJP may not have officially won any of the three Assembly elections held in Unchahar so far, but it enters the 2027 contest with a significant advantage in the form of Manoj Kumar Pandey. The three-term MLA has already crossed over to the BJP, and his elevation to the state Cabinet gives the party a prominent local face with an established electoral base. The BJP's challenge will be to convert Pandey's personal support into a party vote and overcome the fact that the party itself has never won the seat.

The Samajwadi Party faces a different problem. It has won every Assembly election in Unchahar since the constituency was created, but its three victories were built around the same candidate. Pandey's departure leaves the party searching for a candidate capable of retaining his political base. The party will also have to prevent a division of anti-BJP votes, particularly if the Congress seeks to build on its exceptionally strong performance in the 2024 Lok Sabha election.

The BJP had already demonstrated its growing strength in 2017, when it finished runner-up after fielding Utkrist Maurya, who had previously contested the seat for the BSP. In 2022, it improved its vote tally further but remained behind Pandey. The party now has the advantage of having Pandey himself in its ranks, along with the organisational machinery of the ruling party and his position in the state Cabinet.

The 2027 election will consequently be a test of whether Manoj Kumar Pandey's personal electoral appeal can be transferred to the BJP. The Samajwadi Party will have to build a new local campaign without the politician who had won all three elections for it, while the Congress will be hoping that its strong Rae Bareli Lok Sabha base can finally influence Assembly voting in Unchahar. The BJP starts with a clear advantage, but the relatively narrow margins of the previous Assembly contests suggest that the seat should not be treated as a foregone conclusion.

The next Uttar Pradesh Assembly election is expected to be held in February-March 2027 to elect all 403 members of the state's Legislative Assembly.
