47.7 lakh of 1.45 crore Delhi voters excluded from draft rolls, nearly 1 in 3

Delhi’s draft electoral roll was published on Monday, with 47.7 lakh of the capital’s 1.45 crore electors excluded from the list following the Special Intensive Revision (SIR) - meaning nearly one in every three voters does not figure in the draft roll. The final electoral roll will be published on November 4.

Delhi Chief Electoral Officer Ashok Kumar said those left out of the draft roll can seek inclusion by filing claims through Form 6, along with supporting documents, by September 30.

Voters can check whether their names appear in the draft electoral roll on the Election Commission’s voter services portal.

Officials said Delhi recorded the "highest percentage" of deletions at the draft stage among all states and Union Territories where the SIR has been undertaken, with 33 per cent of electors excluded.

In absolute numbers, the deletion of more than 47 lakh voters in Delhi is also among the highest.

"Delhi being the national capital, has a large number of floating population which could be the reason for high number of deletions," a poll official said.

According to the revised Election Commission schedule, the claims and objections will be examined, with the notice and disposal process continuing until October 29.

The draft roll includes around 97.5 lakh electors whose enumeration forms were received and digitised during the house-to-house SIR exercise, which began on June 30 and ended on August 17.

Forms of around 67.18 per cent of Delhi’s 1,45,10,299 electors were digitised during the exercise. The remaining 47.7 lakh electors were categorised as "uncollectable" under the Absent, Shifted, Dead, Duplicate and Others (ASDDO) categories and therefore do not figure in the draft roll.

Digitisation rates varied significantly across Delhi’s 70 Assembly constituencies. Rohini in northwest Delhi recorded the highest rate at 83.43 per cent, while Tughlakabad in southeast Delhi had the lowest at 52.15 per cent.

The SIR was conducted through house-to-house enumeration to prepare a revised electoral roll. Electors whose enumeration forms were not received during the exercise can now seek inclusion through the claims and objections process.
