The welfare initiative is applicable exclusively to babies delivered in state-run government hospitals and primary healthcare centres across Tamil Nadu to permanent residents, irrespective of gender. Annually targeting around 4.42 lakh infants with an estimated state outlay of 756 crore rupees, the scheme seeks to enhance institutional deliveries and promote population growth. Each gold ring package features a unique serial number to prevent tampering and corruption. The initiative forms part of a wider welfare push that includes wedding gifts for brides, free cooking gas cylinders, complimentary bus transit, breakfast programmes for students, bicycles, and laptops.
