According to BBC Sport, City sources said the transfer fee is a fixed £116 million with no add-ons. However, other reports have claimed the deal could rise to £130 million, which would make Anderson the most expensive British player in history.
The agreement came after Forest rejected two previous bids before accepting City's improved third offer. Personal terms are not expected to be an issue.
Anderson is currently with England at the FIFA World Cup, where he is preparing for Saturday's Group L match against Panama. Speaking earlier this week, he said his focus remains firmly on international duty.
"It's pretty easy really, I'm just focusing on the present, I'm blocking it all out," Anderson told BBC Sport.
"I've got a plan and it's to perform for England. I'm putting myself in the best position to cross the line and do that."
Anderson joined Forest from Newcastle United for £35 million in 2024 after the Magpies sanctioned his sale to comply with the Premier League's Profit and Sustainability Rules (PSR). Newcastle manager Eddie Howe later described it as "the most reluctant" sale of his managerial career.
The midfielder made an immediate impact at Forest, making 88 appearances and scoring four goals. He helped the club qualify for European competition in the 2024-25 season before playing a key role in their run to the Europa League semi-finals last term.
After representing Scotland at youth level, Anderson switched allegiance to England Under-21s in 2024 and made his senior debut in September 2025.
During the 2025-26 Premier League season, Anderson recorded the most touches (3,300), possessions won (306), duels won (297) and fouls drawn (80), while scoring four league goals.
Forest are expected to reinvest the transfer fee, with Tottenham's Lucas Bergvall and Inter Milan midfielder Davide Frattesi among the players they are considering as midfield reinforcements.
