A public meeting on the redevelopment of Motilal Nagar in Mumbai's Goregaon West spiralled into controversy after a senior Maharashtra Housing and Area Development Authority (MHADA) official referred to a resident as a 'ghuspaithiya' (infiltrator), drawing sharp reactions from locals.

MHADA had convened the meeting on Friday to present its ambitious master plan for redeveloping Motilal Nagar 1, 2 and 3, in line with High Court directives.

The project, spread across around 143 acres, is being billed as one of India's largest redevelopment exercises, with a total built-up area of approximately 28 lakh square metres and a free-sale component of about 18 lakh square metres.

Addressing residents, MHADA Vice Chairman and CEO Sanjeev Jaiswal said the redevelopment would see an investment of nearly Rs 1 lakh crore by the Adani Group over the next 7 to 10 years. This included around Rs 36,000 crore earmarked for constructing MHADA housing, rehabilitation flats, commercial units and internal infrastructure such as roads.

Under the proposed plan, eligible residents would receive housing units of roughly 1,600 square feet. However, tensions surfaced during the interaction when some residents displayed posters demanding larger, 2,400 sq ft homes.

During the event, Jaiswal confronted one of the residents holding a poster and questioned whether he knew Marathi. When the resident replied that he had studied in English medium, the exchange escalated.

"Sit down. Don't make me explore if you are an infiltrator here," Jaiswal said, asking police personnel to verify the man's documents. He further warned that he would investigate the resident's background and threatened to arrest him if found to be an intruder.

"Show your ID. I will investigate where you came from, when you came, where you were born. If you are infiltrator, I will take you out right from here," he said.

The remarks triggered outrage among attendees, with several residents objecting to the tone and language used during what was meant to be a consultative meeting. Jaiswal later concluded the session, stating that residents were not interested in understanding the proposal and were instead raising disruptive queries.

Days earlier, MHADA had unveiled the master plan for the Motilal Nagar redevelopment in Goregaon, projecting it as one of India’s largest urban renewal projects. A central feature of the proposal is to reimagine the area as a "15-minute city", ensuring residents can access essentials like schools, healthcare, markets and recreational spaces within a short distance.
