Piyush Goyal named BJP treasurer. A hint at Modi Cabinet reshuffle?

The BJP has named Piyush Goyal, Union Minister of Commerce and Industry, its national treasurer. Is this a signal of a Cabinet reshuffle? The question emerges due to the BJP's unwritten rule of 'one person, one post'. Interestingly, Pyush's father, Ved Prakash Goyal, was also a BJP treasurer.

The Bharatiya Janata Party's (BJP) much-awaited new national organisational team was announced on Monday, months after Nitin Nabin took charge as the party's national president. The new team brings a mix of continuity and change, with several old guards retaining key responsibilities and prominent leaders returning to the party's central structure. But one appointment has triggered a bigger question. Piyush Goyal, a Cabinet minister, has been named the BJP's national treasurer.

Goyal is currently handling the Commerce and Industry portfolio in PM Narendra Modi's Cabinet.

Piyush Goyal's appointment to a key organisational position has fuelled speculation that he could be dropped from the Modi Cabinet in a possible reshuffle in the upcoming days.

The reason is the BJP's unwritten "one person, one post" principle, which was coined by PM Modi and now Home Minister Amit Shah. The principle generally favours separating major organisational and government responsibilities, with leaders expected to focus on either running the party or holding a significant government position, especially in national politics.

Goyal's appointment therefore raises the question: is it a signal that Goyal's role in the government is set to end and as one with the organisation begins?

There is no official confirmation that Goyal might be dropped as Commerce and Industry Minister. The appointment could simply reflect the party's decision to use an experienced organisational hand in a crucial position. It is also important to remember that Goyal is leading the ongoing negotiations of the Free Trade Agreement (FTA) with the United States.

BJP'S ONE POSITION RULE HAS A JP NADDA EXCEPTION

The BJP's one-person-one-post principle is not absolute. The most prominent exception was former BJP president JP Nadda.

Nadda took over as BJP National president in January 2020. His original three-year tenure was extended as the party prepared for the 2024 Lok Sabha election. Even after the election, the BJP did not immediately replace him.

In June 2024, Nadda returned to the Modi Cabinet as Union Health Minister and Minister of Chemicals and Fertilisers, while continuing as BJP president.

This rare arrangement was partly linked to the unfinished organisational election process. A packed electoral calendar, including Assembly elections in Haryana, Maharashtra and Jammu and Kashmir, also contributed to the delay in choosing his successor.

Nadda eventually vacated the BJP president's post in January 2026 when Nitin Nabin took charge.

His case demonstrates that the BJP can make exceptions to its organisational convention when circumstances demand it. That makes it difficult to conclude that Goyal's appointment automatically means his exit from the Cabinet.

BJP CHIEF NITIN NABIN'S NEW TEAM

Piyush Goyal's appointment comes as part of Nabin's first major national organisational team. Several prominent leaders have made a comeback to major positions in the new team announced on Monday.

Former Union minister Smriti Irani has returned to the BJP's central structure as a national general secretary.

Former Union minister Ram Madhav has returned as a national vice president, marking his comeback to a key central organisational role. Other vice presidents include former Uttarakhand Chief Minister Tirath Singh Rawat, D Purandeswari, Varshaben Narendrabhai Doshi, Bharti Pravin Pawar, Manpreet Singh Badal, Lal Singh Arya, M Nagaraja and Madhuchandra Kar.

Former Rajasthan Chief Minister Vasundhara Raje Scindia, Baijayant Panda, Rekha Verma and Tariq Mansoor remain national vice presidents.

Vinod Tawde and Sunil Bansal continue as national general secretaries, while BL Santhosh remains national general secretary (organisation).

Anil Antony remains national secretary, while Anil Baluni continues in a key national media role.

Five of the 13 national vice presidents are women, while Irani is the only woman among the eight national general secretaries.

WHAT PIYUSH GOYAL'S APPOINTMENT SIGNALS

Goyal is no stranger to the BJP organisation. He has previously served as the party's national treasurer and has been an important figure in its organisational and political machinery.

His current role, however, is significant. As Commerce and Industry Minister, Goyal has been at the centre of the Modi government's economic agenda, handling trade negotiations, investment, exports and India's economic engagement with global powers.

Under Goyal, India has finalised nine FTAs over recent years. These agreements span 38 developed economies and major global trade partners, including the European Union, United Kingdom and New Zealand.

Moving such a senior Cabinet minister into the party's organisational structure could therefore be more than a routine appointment. One possibility is that the BJP simply wants to use Goyal's experience in finance, election management and organisation.

The other is that the party is preparing to separate his government and organisational responsibilities, potentially paving the way for a Cabinet change.

MODI GOVT'S CABINET RESHUFFLE IS STILL A QUESTION

Speculation over a Modi Cabinet reshuffle has been around for months, and gained peak intensity ahead of the now-concluded Monsoon Parliament Session. According to political observers, the rejig was stalled due to opposition protests and youth mobilisation over the NEET issue, with demands for Dharmendra Pradhan's resignation as Union Education minister.

The latest organisational appointments could restart that buzz. For now, there is no official indication that Goyal is exiting the Modi Cabinet. The Nadda precedent shows that the BJP can allow senior leaders to simultaneously hold government and organisational responsibilities.

But if Nabin's BJP returns to a stricter interpretation of the one-person, one-post convention, Goyal's new assignment could eventually have consequences for his ministerial position. That's what makes Monday's appointment worth watching.

It might simply be a return of an experienced BJP treasurer to a familiar role. Or, if a Cabinet reshuffle is indeed coming, Piyush Goyal's elevation could prove to be one of the earliest clues of that.
