FCRA 2.0 portal and e-OCI card launched: Here's what changes for users

The Centre has launched two major digital initiatives aimed at making government services faster and easier. Union Home Minister Amit Shah unveiled the FCRA 2.0 Portal and the e-OCI Card in New Delhi, saying the new platforms will simplify procedures, reduce paperwork and improve citizen services.
While the FCRA 2.0 Portal is designed to make compliance easier for organisations receiving foreign contributions, the e-OCI Card introduces a fully digital system for Overseas Citizen of India (OCI) cardholders.
WHAT IS THE FCRA 2.0 PORTAL?
The FCRA 2.0 Portal has been developed to simplify compliance under the Foreign Contribution (Regulation) Act (FCRA). It brings the entire process online, including applications, renewals, annual returns and other related services.
The upgraded portal is expected to reduce paperwork, speed up processing and strengthen the monitoring of foreign contributions through a fully digital system.
It also includes Aadhaar-based authentication, e-Sign, OCR-based document analysis and integration with databases such as PAN, Aadhaar, OCI and NGO Darpan.
WHAT IS THE e-OCI CARD?
The Electronic Overseas Citizen of India (e-OCI) Card is a new digital version of the OCI card that allows applicants to complete the entire process online.
Applicants can submit their application, upload supporting documents and download the digital card after approval without needing physical paperwork.
The government says the new system will benefit more than 50 lakh OCI cardholders worldwide.
WHAT ARE THE KEY BENEFITS FOR OCI CARDHOLDERS?
One of the biggest changes is that OCI cardholders will no longer need to get their OCI booklet reissued every time they receive a new passport after the age of 20. Instead, they will only have to update their passport details online.
The digital card also reduces the risk of losing or damaging physical documents and enables quicker identity verification and smoother immigration clearance.
WHY WAS THE NEW SYSTEM INTRODUCED?
According to the government, the new platforms are part of its push towards digital governance and improved public service delivery.
The FCRA 2.0 Portal is expected to make compliance easier for nearly 14,500 active FCRA-registered organisations, while the e-OCI system aims to make OCI services more accessible through a fully digital process.
The government also plans to introduce an FCRA mobile app, an AI-powered chatbot and a dedicated online dashboard for banks in the coming months.
