Rohini building collapse toll rises to 3 as rescuers pull 2 more bodies from debris

A four-storey building under construction collapsed in Rohini during heavy rain, killing three people and injuring a labourer. The tragedy has triggered an FIR and scrutiny of possible structural tampering inside a SARAL-approved property.

The death toll in the collapse of a four-storey building under construction in northwest Delhi's Rohini rose to three on Thursday after rescuers pulled two more bodies from the debris during an overnight search operation, while one labourer was rescued alive, police said.

The deceased were identified as Ram (42), a local tailor, Kafe alias Nurul (24), a labourer, and Ram Dua (62), the father of the building owner. Ram was taken to BSA Hospital after being pulled out of the rubble on Wednesday evening but was declared brought dead. The other two victims were recovered during the prolonged rescue operation that continued through the night.

One labourer, identified as Saddam alias Ravi (32), was rescued alive from the collapsed structure and shifted to hospital for treatment, Deputy Commissioner of Police (Rohini) Shashank Jaiswal said. Police said the rescue operation is almost complete, though debris removal is still underway to ensure that no one remains trapped.

The building collapsed at around 4.20 pm on Wednesday at property numbers G-4/151 and G-4/152 near an MCD school in Sector 16, Rohini, shortly after heavy rain lashed parts of the national capital.

According to police, a PCR call reporting the collapse was received at KN Katju Marg police station at around 4.28 pm. When officers reached the spot, they found the newly constructed building completely reduced to rubble, with debris strewn across the street. Local residents informed them that labourers working inside the structure were feared trapped.

A joint rescue operation involving Delhi Police, the National Disaster Response Force (NDRF), Delhi Fire Services, the Municipal Corporation of Delhi (MCD), the Revenue Department, TPDDL and other civic agencies was launched immediately. Heavy machinery was deployed to clear the debris and search for survivors.

Police have registered an FIR in connection with the incident, and the exact cause of the collapse is under investigation. While officials had initially stated that five people were injured, police on Thursday said one labourer had sustained injuries. Details of the FIR were not immediately available.

In a preliminary assessment, the MCD said plumbing work was underway inside the building when it collapsed. It added that drilling or cutting of structural members, including beams and columns, may have contributed to the incident, although the exact cause will be established only after a detailed technical examination.

The civic body also said the collapsed structures had received sanctioned building plans under the SARAL Scheme, which allows property owners to obtain automatic building permits by submitting self-verified undertakings through certified architects or engineers.
