Participating in the debate on the 'The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026' in Lok Sabha, Dr Jitendra Singh said the claim was "factually incorrect" and clarified that only tear gas was used during the police action. He further said that an order to open fire can only be issued by a magistrate and not by the police.
Rejecting another allegation made by Rahul Gandhi, the minister also denied the claim that Amit Shah was travelling with a convoy of 30 vehicles, calling it untrue.

Leader of the Opposition in the Lok Sabha Rahul Gandhi accused Union Home Minister Amit Shah of authorising the use of force against students during the Cockroach Janta Party's (CJP) protest at Delhi's Jantar Mantar, drawing strong objections from Parliamentary Affairs Minister Kiren Rijiju and other NDA MPs.
The Congress leader alleged that Shah, who was absent from the House at the time, was responsible for the police action against protesting students.
MINISTER QUESTIONS PRIYANKA GANDHI'S PAPER LEAK CLAIMS
Dr Jitendra Singh also targeted Congress MP Priyanka Gandhi over her claims regarding paper leaks in the country. He said Priyanka Gandhi had claimed that examination papers had leaked 152 times and questioned the basis of the figure.
"Priyanka Gandhi said there were 152 paper leaks. Where did this figure come from? There is no proof or authentication for it," he said. The minister further referred to another claim made by Priyanka Gandhi that 750 crore children had been affected by the alleged 152 paper leaks.
"I verified this from the written script she placed before Parliament," Dr Singh said.
He questioned the accuracy of the number, saying that the world's total population is around 8 billion and that the claim of 750 crore children being affected was beyond comprehension.
"I do not know where this figure came from. Either it is fabricated, or there is mischief in it, or it reflects ignorance," he said.
Dr Singh also rejected Priyanka Gandhi's assertion that no action had been taken after the anti-paper leak law came into force in 2024.
He said she had perhaps not studied the implementation of the law, adding that 52 FIRs had already been registered under its provisions over the past two years.
According to the minister, 29 of these cases were registered under the Prevention of Unfair Means Act, while 23 cases were registered under the Bharatiya Nyaya Sanhita (BNS).
'FOMO' AND 'MISSING IN ACTION' JIBE AT RAHUL GANDHI
During his address, Dr Jitendra Singh also launched a political attack on Rahul Gandhi over events of July 21.
He said Rahul Gandhi had gone to sit outside the Prime Minister's residence at 7 am, suggesting that the Congress leader had long harboured an ambition of becoming Prime Minister and residing at 7, Lok Kalyan Marg.
"When that aspiration was not fulfilled, frustration led him to sit outside the Prime Minister's residence," Dr Singh said.
He added that Rahul Gandhi was politely advised that such conduct did not suit the Leader of the Opposition but insisted that he be removed, following which the police were requested to shift him from the spot.
Dr Singh further claimed that Rahul Gandhi was initially hesitant to associate himself with the protest movement but joined only after he realised it was gaining momentum.
Calling it a case of "FOMO" (Fear of Missing Out), the minister said Rahul Gandhi's "suppressed aspirations" of living at 7, Lok Kalyan Marg and becoming the country's leader had surfaced through the episode.
In another remark aimed at the Congress leader, Dr Jitendra Singh said Rahul Gandhi had become "MIA", short for "Missing in Action", describing it as a Gen Z phrase, while responding to him in the Lok Sabha.
