NMC releases new PwBD MBBS admission rules, mandates Enabling Units in colleges
The NMC has issued new PwBD assessment guidelines for MBBS admissions and told all medical colleges to set up Enabling Units. The move aligns admission procedures and campus support with disability law and Supreme Court directions.
The National Medical Commission (NMC) has issued revised guidelines for the assessment of Persons with Benchmark Disabilities (PwBD). These guidelines are for those candidates seeking admission to MBBS courses while simultaneously directing all medical colleges across the country to establish dedicated "Enabling Units" to support students with disabilities.
Both directives, issued on July 27, are aimed at strengthening disability inclusion in medical education in line with the Rights of Persons with Disabilities (RPwD) Act, 2016, and recent Supreme Court directions.

The first notification introduces the Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to the MBBS Course, 2026, which will govern the evaluation of candidates with benchmark disabilities during the admission process.
The guidelines have been issued under the National Medical Commission Act, 2019, read with the Graduate Medical Education Regulations, 2023, and come into effect immediately.
Alongside the admission guidelines, the NMC has also issued a circular directing every medical college regulated by the commission to constitute an Enabling Unit for Persons with Benchmark Disabilities (PwBD).
According to the circular, the Enabling Unit will serve as the single point of contact for students with benchmark disabilities and will be responsible for ensuring reasonable accommodation, facilitating academic and clinical support, improving accessibility on campus, addressing disability-related requests, disseminating information about available support systems, and coordinating with Disability Assessment Boards and institutional authorities for timely implementation of accommodations.
The commission said the move has been taken in compliance with Sections 16 and 17 of the RPwD Act, 2016, which require educational institutions to provide inclusive education, reasonable accommodation and an accessible learning environment.
It also follows directions issued by the Supreme Court in Om Rathore v. Director General of Health Services & Others and its July 21, 2026 order in Anmol v. Union of India & Others.
The Enabling Units will also publicise their role and contact details through institutional websites and notice boards so that students are aware of the support available to them from the time of admission.
